You will serve as a Management and Program Analyst in the Support Equipment Department of NAVAIRWARCENADLKE.
This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will work with assigned Integrated Product Team Lead (IPTL) to facilitate, develop, and mature Procurement Initiation Document (PID) package acquisition documentation.
You will serve as the primary liaison between the IPTL, the Procurement team/Contract Specialist, the Business Financial Manager (BFM), and the Acquisition team to help improve the quality and efficiency of the procurement process across PMA260.
You will assist in the training of junior Acquisition Analysts in the use of Acquisition Management Systems' (AMS) tools and the overarching PID management process.
You will link PIDs and Spend Plan Initiation Documents (SPIDs) between the Procurement Management Tool (PMT) and the Common Spend Plan Tool (CSPT) for specified PIDs.
You will track Contract Modifications on behalf of assigned IPTLs and respective contracts.
You will assist in the development, implementation, and evolution of the PMA260 PID management process Business Rules.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Developing Acquisition Strategies focused on increasing procurement efficiencies & decrease cycle time; 2) Working within all Acquisition Management Systems' (AMS) tools, including: the Procurement Management Tool (PMT), the Common Spend Plan Tool (CSPT) and Procurement related Tableau Visualizations; 3) Coordinating and interfacing with Integrated Product Team Lead (IPTL), the Procurement Team/Contract Specialist and the Business Financial Manager (BFM) to effectively manage the entire PMT Procurement Initiation Document (PID) process; 4) Creating Procurement Planning Agreements for utilization during the Procurement Planning Conferences (PPCs) and proactively initiating, scheduling, and facilitating Pre-PPCs & actual PPCs to include the appropriate team members; and 5) Working with the BFM team to create funding Statements of Work for specified PIDs.
