About the Position: Incumbent serves as Chief, Civil and Public Works Branch. Management responsibilities involve projects requiring substantial technical effort by functional elements including engineering, construction, operations and real estate; as well as substantial product delivery support from support organizations such as Contracting, Resource Management, Safety, Value Engineering, Counsel, Logistics, and PAO. Serves as the senior congressional liaison.
Duties
You will serve as Chief, Civil and Public Works Branch. You will share in the responsibility for the vertical and horizontal integration of products to produce the projects and manage the program for the Honolulu District.
As Chief of the Civil and Public Works Branch, you will provide continuity of corporate leadership and interfaces with potential customers and sponsors.
You will represent the district commander at meetings, briefings, conferences, hearings, etc. with officials of other Federal agencies, state, county, and local authorities, and the public.
You will direct, manage, and coordinate the broad Honolulu Engineer District's (HED) Civil Works (CW) and Interagency and International Services (IIS) programs and projects.
You will supervise a staff of program and project managers, administrative and support team members.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to obtain a Project Management Professional (PMP) certification within 2 years of appointment to this position, IAW Guide for Project Manager and Program Manager Career, version 3.0, Feb 2012.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, a Confidential Financial Disclosure Report upon entering the position and annually.
- Temporary Duty Travel (TDY) will be required up to 30% of the time and may require worldwide travel.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience equivalent to the GS-13 level in the Federal service which includes civil works programs and project management.
