This position is part of the Defense Security Cooperation Agency. The incumbent will serve as an Institutional Capacity Building (ICB) Regional Planner and Program Manager supporting Department of Defense (DoD) and Combatant Commands (COCOMs) security cooperation (SC) process management.
Duties
As a PROGRAM ANALYST (ICB REGIONAL PLANNER) at the GS-0343-14 some of your typical work assignments may include:
Informs development of programs of ICB activity to establish long-term relationships with the United States through foreign military sales and enable Geographic Combatant Command (GCC)s to achieve DoD objectives.
Leads assessments of partner institutional capabilities and analyzes results of partner security capacity assessments.
Provides judgments and recommendations to DSCA and GCC leaders about impact of proposed DoD Title 10 and 22, United States Code, (U.S.C.) and related partner funded ICB investments.
Analyzes and evaluates functional and mission related issues that are highly complex, sensitive, and often controversial in nature, requiring professional and/or subject matter expert review and input.
Plans, schedules, and carries out major projects concerned with the planning, resourcing, and execution of ICB programs.
Interprets and implements DoD and Joint Chief of Staff (JCS) policy on ICB matters involving Partner Nations (PNs).

- Incumbent must complete DoD Security Cooperation Workforce Expert level certification requirements within two years of entering the SC position. In addition,
80 hours of continuing education (CUE) every two years.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Planning or implementing Institutional Capacity Building (ICB) or security cooperation programs with foreign partners;
Reviewing assessments of partner institutional capabilities and analyzing results;
Providing recommendations regarding the feasibility, prioritization, and/or resourcing of multi-year programs with foreign partners;
Implementing DoD policy on ICB matters involving Partner Nations (PNs);
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
