Duties
Provides guidance on the development and implementation of enterprise priority programs, such as the Warehouse Management System (WMS), (cont.)
(cont.) the Distribution Standard System (DSS), the Vendor Shipping Module (VSM), and other applications supported by the Portfolio.
Provides IT systems analysis/engineering support and expertise for the overall strategy, formulation, oversight, rationalization and guidance for the implementation and deployment of warehouse management (cont.)
(cont.) and transportation software applications and systems (such as WMS, DSS, and VSM), and other DoD-wide enterprise business capabilities.
Utilizes advanced computer architectures and hardware in combination with Commercial Off the Shelf (COTS), Government Off the Shelf (GOTS), warehouse management software, transportation software, and understanding Audit Controls.
Advises teams of functional analysis and IT professionals in the planning, designing, training, initial fielding, operation, and maintenance of the specific applications supported and DoD business information technology systems in general.
Areas of responsibility includes; requirements development, integration, independent verification and validation, deployment, (cont.)
(cont.) software effectiveness assessment, and new business application and engineering concepts with a focus on gap analysis and system deployment.
Serves as a senior Project Manager managing Audit for all the systems supporting the Portfolio (i.e. WMS, DSS, VSM, etc.).
The incumbent must have a clear understanding of applicable audit readiness end-to-end processes within a process management functional area - to include manual and system processes and their associated internal controls.
Timely responses to auditor requests and aggressive implementation of corrective action plans associated with audit deficiencies.
Develops and manages contracting processes and procedures, reviewing, preparing, and submitting contracts for bid and monitoring contract performance.
Serve as the Contracting Officer Representative; reports and coordinates activities with the contracting officer, maintains a COR file and forwards it to the lead COR and/or contracting officer.

Qualifications
To qualify for an IT Specialist (APPSW/SYSANALYSIS), your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Planning, Budgeting, Tracking, and carrying out vital Warehouse Management and Transportation System projects.
Serves as Subject Matter Expert (SME) on assigned projects, working groups, and integrated Project Teams (IPT) to provide senior technical direction, guidance, and leadership for orchestrating the development, integration, maintenance and operations of DLA Business IT systems.
Provides expert Business experience and direction to the Portfolio and relevant Business IT Systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Substitution of education may not be used in lieu of specialized experience for this grade level.
