This position is located in the Department of Veterans Affairs (\/A), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salem VA Medical Center (VAMC), in Salem, VA, within the Fiscal Service. This position works under the direct supervision of the Chief Financial Officer. This position serves as the facility's Veterans Equitable Resources Allocation (VERA) Coordinator.
Duties
Serves as a principal advisor to management on highly complex internal and external issues involving the VERA program.
Formulates and implements plans in collaboration with the Medical Center's strategic plans in order to ensure that the VERA program needs of the Medical Center are met in the most effective and efficient manner possible.
Retrieves and compares current and proposed processes or initiatives and validates them with meaningful data in order to justify the proposed initiative(s) to relevant stakeholders.
Independently conducts special organizational studies concerning workflow operations, VERA reimbursements per product line and service levels, and the critical requirements in the management of the VERA program for the facility.
Collaborates with Decision Support Service (DSS) staff in identifying workload, cost outliers, and resource intensity.
The primary concern is the manner in which program objectives are accomplished through the use of effective clinical documentation and workload capture.
Proposes study methodologies designed to obtain facts quickly and economically.
Develops program concepts of operation which include VERA classification, clinical documentation, and workload classification.
Works with Service Chiefs and various boards, committees, and sub-committees in order to identify needs and initiate, develop, and execute projects in support of revenue enhancement activities.
Provides training and education to applicable staff on the VERA model.
Creates databases that support the benchmarking of data, including financial data, patient population data, and workload data.
Collaborates with DSS in evaluating data elements needed for these studies (e.g. VISTA, KLF, DSS NOE, ARC, etc.) and submits findings, results, and recommendations in a timely, concise, and accurate manner.
Develops recommendations and writes policy, correspondence, project proposals, procedures, etc.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS 9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing knowledge of the theories, principles and practices of accounting and financial management; preparing cost estimates and budget forecasts; maintaining and reconciling accounts involving various transactions and performing reviews and audits; using automated accounting systems; developing and maintaining databases and preparing accounting reports; and knowledge of basic procurement procedures.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate education.
GS 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: validates a variety of accounting data, reconcile accounts and prepares balance sheets, supply financial statements, plans and conducts studies to determine the requirement for updated financial information; interprets reports and other financial data for program review and analysis; assists management officials in interpreting and applying recorded financial data for management decisions, and establishes and maintains local accounting systems for centralized programs. Physical Requirements: The work is primarily sedentary with occasional walking, standing, and handling and carrying items such as paper and books.
