Located in the Facilities Management Service at the VA Medical Center in Salem, VA, the Program Analyst provides analytical and evaluative support of integrative organizational and program management, and advanced support to Facilities Management activities.
Duties

Major duties and responsibilities include:
Exercises expertise in health care operations to develop and oversee information related to facilities management, project management, accreditation standards, and performance management tracking tools
Performs statistical analysis, short and long-range planning, qualitative analysis, program planning, and computer database management
Extracts, analyzes, and provides data to assess Environment of Care standards, compliance, and programmatic effectiveness
Translates data into actions related to life safety and environment of care metrics and compliance
Provides relevant administrative data to identify, quantify, and resolve organizational problems
Utilizes databases and registries to formulate tools to support patient care, and ensure quality management and clinical oversight
Serves as the knowledge expert for data analytics and administrative software
Identifies end-user data requirements to develop appropriate tools to support staff
Leads and participates in process improvement, root cause analysis and system redesign teams
Provides expertise in the design of decision support tools that improve health care efficiency, effectiveness, and safety
Applies statistical analyses interprets their significance, including validity of measures used to generate outcomes related to patient management systems
Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines
Identifies inefficiencies and develops studies or data collection techniques to rectify identifies problems
Coordinates with staff to identify information needs, and develops data collection methods and report formats to meet those needs
Organizes, compiles, summarizes, and analyses the data collected, and develops reports which reflect the scope of activities, and identifies trends and opportunities for improvement
Performs other related duties as assigned
Work Schedule: Monday through Friday, 7:45am to 4:30pm

Qualifications
To qualify for this position at the GS-11 level you must meet one of the following:
SPECIALIZED EXPERIENCE: One (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-9) in the Federal Service, that has given you the knowledge, skills and abilities required to successfully perform the duties of this Program Analyst. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs within a health care environment; troubleshooting and conducting evaluations of clinical software needs; utilizing knowledge of clinical software packages, large databases, database applications, and spreadsheets to develop and deliver appropriate clinical and administrative data; tracking and analyzing programs for the purpose of improving processes and identify problem areas; analyzing and preparing program status reports; utilizing computers and applicable databases/software for statistical purposes; and managing information systems. EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this Program Analyst. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary, with occasional mobility. Minimal travel can occur. No special physical demands are required to perform the work. Requires some bending, stooping, and carrying light items.
