This position is located in the Department of Veterans Affairs (\/A), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Salem VA Medical Center (VAMC), in Salem, VA, within the Fiscal Service. This position works under the direct supervision of the Chief Financial Officer. This position serves as the facility's Veterans Equitable Resources Allocation (VERA) Coordinator.

Duties

Major duties include: Execute responsibilities through analyses, coordination, planning, administration, development, interpretation, delegation, and the use of good judgment. Serve as a principal advisor to management on highly complex internal and external issues involving the VERA program. Implement plans in collaboration with the Medical Center's strategic plans in order to ensure that the VERA program needs of the Medical Center are met in the most effective and efficient manner possible. Organize activities which fall within Senior Leadership's prerogatives and recommends courses of action or change Explore new channels of inquiry and carries out extensive reviews of the manner in which the various organizational elements of the Medical Center interact. Work with Service Chiefs and various boards, committees, and sub-committees in order to identify needs and initiate, develop, and execute projects in support of revenue enhancement activities. Provide training and education to applicable staff on the VERA model and collaborates with Program Managers and other designated contacts in monitoring VERA-specific criteria for accurate and appropriate VERA classification and retention. Create databases that support the benchmarking of data, including financial data, patient population data, and workload data. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 7:45am - 4:30pm, Monday-Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: abstracting medical documentation for proper assignment utilizing ICD-10-CM, CPT and HCPCS codes. Experience working in a hospital, ambulatory surgery center, outpatient clinic or physician practice office whose role is applying accurate coding guidelines when abstracting medical documentation for proper assignment of diagnostic and procedural codes for accurate reimbursement payment groups for auditing purposes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's degree or 2 full years of progressively higher level graduate education that demonstrates the competencies necessary to perform the duties of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will be rated on the following Competencies for this position: Analysis and Problem SolvingAudit ReportingAuditingCommunicationsData ManagementProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position is primarily sedentary, but does require some short periods of walking, standing, bending, or stooping. No special physical demands are required by the work of this position.
