This position is located in the Office of Facilities and Support Services, Department of the Chief Operating Officer, in Washington D.C.
Duties
This position is in the Office of Facilities and Support Services (OFSS), Department of the Chief Operating Officer. The major goals of OFSS are agency space management, the timely, accurate, and secure processing and dissemination of the agency mail, providing facility help desk services, security badging services, safety programming, supply management, Continuity of Operations planning, and conference services. The incumbent:
Serves as the lead technical authority for the agency space planning and help desk management system (Computer Aided Facility Management - CAFM software system)
Serves as a technical point of contact for Agency facilities management and space management
Serve as Contracting Officer's Representative (COR) on a variety of contracts, agreements, and GSA work authorizations for the agency.
Prepares and conducts acquisition orders and justifications for supply and services requirements.
Serves as a general project manager, overseeing the implementation and completion of facilities support projects.
Supports agency personnel in all aspects of OFSS responsibilities, this includes which includes but is not limited to copier maintenance, mail services, shipping services, supplies, conference room services, maintenance issues, resolution of CAFM "tickets, and building access
Performs other duties as assigned.

- Merit Promotion and internal applicants must submit a SF-50 to verify Status and grade

Qualifications
Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes:
Directly supporting and overseeing a facility and support program which includes space planning, building management, mail, furniture, telecommunications, printing and reproduction services, safety programming, supply management and Continuity of Operations planning.
Making recommendations and/or decisions regarding policy issues, goals and objectives in an agencies strategic plan, safety and space planning to support changes in organizational structures and/or workforce flexibilities.
Providing the facilities and management services required of agency staff, operations, and mission delivery.
Ensuring the effective coordination of resources to meet office requirements.
Engaging with key agency leadership for collaborative working relationships and solutions to emerging challenges.
