This position serves as a Healthcare Program Specialist for complex health system programs as part of the Activation Program at the Robley Rex Veterans Affairs (VA) Health Care System in Louisville, Kentucky.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Plans, organizes, directs, evaluates, and manage processes for the Medical Center's activation program efforts that includes setting qualitative and quantitative standards for multiple long-term programs and associated contracts Develops and provides the Medical Center executive leadership and the clinical staff information on the methods, techniques, and procedures necessary to integrate these programs into the mission of the Medical Center. Develops Medical Center policies, procedures, and resource allocations for assigned programs. Serves as a Contracting Officer Representative (COR) or alternate COR for program contracts that support Medical Center clinical and administrative programs. Formulates, advises, and coordinates Integrated Project Teams (IPTs), committees, and workgroups comprised of clinical and non-clinical specialties from all Services and other programs within the Medical Center. Performs other assigned duties. Work Schedule: Monday through Friday; 8:00 a.m.-4:30 p.m. Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Program Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience is applying principles and practices of effective and efficient operations in the health care delivery system; providing a variety of administrative management services essential to the direction and operation of a health care department pertaining to budget/funding management, planning/managing projects or studies, knowledge and understanding of Federal Acquisition Regulations procurement procedures, developing healthcare policies and procedures, preparing reports and correspondence and presenting information; analyzing data and measuring the health care organization's performance. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- Education: Successfully completed Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. Education cannot be credited without documentation. -OR- Combination Education/Experience: Equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas, utility rooms, construction sites, hazardous waste sites, and other locations. For certain locations, the proper Personnel Protective Equipment (PPE) must be worn in accordance with Occupational Safety and Health Administration (OSHA) requirements.
