The Administrative Officer for Surgical Service is a Program Analyst in a Department of Veterans Affairs Health System Facility. The position is organizationally located in the office of the Chief of Surgery. Surgery Service is organizationally responsible for the professional management of a multitude of ambulatory surgery and outpatient surgery services.
Duties
VA Healthcare System Serving Ohio, Indiana and Michigan (VISN 10) advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Duties include, but are not limited to:
Administrative Duties - 50%:
Performs administrative work, which includes management of an office's schedule or day-to-day plans.
Develops routine plans or schedules using standard references and existing information. Based on defined objectives, determines specific steps, input required, and/or milestones.
Responds to administrative problems brought to the supervisor's attention by members of the staff or management officials outside the organization or outside the agency.
Reviews the organization and position descriptions of all non physician staff in Surgical Service; makes changes in the organization and the position descriptions in order to improve the effectiveness and efficiency of the Service's staffing.
Screens all publications, directives, and periodicals, and brings those of significance to the supervisor's attention.
Contracting Officer Representative (COR) - 20%:
As the Contracting Officer Representative (COR) for the service will be responsible for obtaining COR training and maintain 40 hour certification every 2 years as required by Contracting. Consolidates equipment or service requests from various offices.
Ascertains the needs of Surgical Service and coordinates the purchase of equipment and services to meet the organization's needs.
Subsequently, acquires the equipment and services using procedures to procure, authorize, control, and justify these purchases.
Extracts and assembles information, conducts analysis and develops reports or presentations.
New Clinical Programs/Surgery Specialties - 10%:
Works with staff physicians to develop written proposals for new clinical programs.
Identifies and determines training priorities, conducts surveys, provides training, administers programs, and maintains employee records.
Prepares the Service's Annual Budget Report with input from the Service Chief and Surgery.
Consultant to the Chief of Surgery - 20%:
The incumbent will act as a consultant to the Chief of Surgery on topics assigned within the health care arena. In doing so, the incumbent will:
Develop and implement evaluative mechanisms to measure physician productivity specifically oriented to VAMC reimbursement and management systems.
Develop methods to maximize physician output consistent with VAMC measures and standards.
Improve overall efficiency of the Surgery Service, and where appropriate, related services.
Develop decision making algorithm of the type often encountered by physicians in administrative decisions.
Work Schedule: Monday-Friday; 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process and is up to supervisory discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or educationas described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Completes acquisition packages and invoices;
Acts as a liaison or handles the communication with persons and/or groups within and outside of an organization or office;
Schedules appointments, coordinates meetings, and/or schedules conference.;
Performs the following types of duties: edits letters, composes memoranda, letters and reports, prepares billing statements, reviews correspondence for accuracy and completeness, prepares public presentation outlines and PowerPoint's, and develops standard or form letters and replies to inquiries.;
Processes incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication.;
Identifies and determines training priorities, conducts surveys, provides training, administers programs, and maintains employee records OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. ). **NOTE** You must submit your transcripts to show you meet the education requirements. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lowest grade level to qualify at the GS-9 level. **NOTE** You must submit your transcripts to show you meet the education requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary but does require repetitive motion. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
