This position is located in the state or area office of USDA, Rural Development. This position serves as a key member of the State Director's staff participating in planning, development and implementation of rural development and assistance programs. Remote/Virtual Position: NO The Selectee will be require to report directly to a USDA, Rural Development in one of the listed locations.

Duties

Provides administrative and technical support to a group of offices responsible for administering Rural Development programs. Provides leadership in implementing community development principles of Rural Development mission to ensure service delivery in rural America. Provides input for State Strategic plan to meet needs of service delivery. Plans, directs and coordinates Business, Community and Housing Program operations for assigned areas, including credit counseling, application, servicing loans and grants and commercial credit analysis. Leads marketing efforts to promote programs and service of Rural Development. Directly supervises specialists and technicians in area offices to establish priorities, performance and work assignments.

Requirements

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
