This position is located in USDA/Rural Development (RD). The incumbent serves as a Supervisory Loan Specialist (Commercial), Community Program Staff. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's community facility loan, loan guarantee, and grant programs.

Duties
Serves as the state’s authority in Community Program policies and activities comprising the Community Facilities (CF) programs.
Has primary responsibility for designing, planning, implementing, directing coordinating, executing and evaluating program activities related to the State's Community Facilities loan, loan guarantee, and grant programs.
Evaluates community program operations by conducting or directing special studies and analyzing reports and materials on program activities and problems.
Manages Community Program fund allocations.
Develops partnerships with other Agencies, State and local governments, Rural Community Assistance Partnership.
Directly supervises specialists and technicians and administratively oversees professionals assigned to the State Office Community Program Section.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)
For GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Demonstrated expertise in a full range of supervisory functions in order to provide appropriate program oversight and supervision to ensure staff has the skills, knowledge, tools, training, feedback, priorities, and automation support they need to accomplish their jobs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs. There is no education substitution for this grade level.
