This position is located in a State or Area office in USDA/Rural Development (RD). Shares responsibility with superior in planning, implementing, coordinating, and evaluating statewide rural housing program operations. There is one vacancy that may be filled at any of the locations listed. This is NOT a remote position.

Duties

Participates in developing and implementing annual and longer-team program plans, and targets for the state. Actively participates in efforts to coordinate RD programs at the local level and to ensure there is cohesive system of service delivery to rural America. Evaluates the suitability of proposals to develop groups of houses and recommends approval of subdivisions, including, as needed, technical aspects of construction such as plans and specifications, cost estimates, contracts, and inspections. Ensures that fair housing requirements are communicated to partners, packages, self -help personnel, etc, and oversees/ participates in training on RD and related requirements and on community development principles and practices.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS-12: Applicants must have 1 year of specialized experience equivalent to at least the GS-11 or its non-Federal equivalent that demonstrates Experience in the development, oversee and recommendations of directives standards, guides, procedures of the statewide rural housing program operations; implement and conduct state internal control reviews to ensure the integrity of financial and accounting information and accountability; conduct training for the statewide housing program; assists in the implementation of the agency outreach and marketing program; ensures the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have to tools, training, feedback they need to accomplish their jobs. There is no substitution of education for experience at this grade level. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
