This position is located in USDA/Rural Development (RD), Office of the California State Director. The incumbent serves as a Supervisory Loan Specialist (Realty), administering loan and grant programs designed to provide very low, low and moderate income rural residents with housing through insured and guaranteed single family housing (SFH). This is not a remote position, the selectee will be require to report directly to one of the office as listed in California.

Duties

Serves as the state’s authority in Single Family Housing program policies and activities Ensures that state office and field staff develop and maintain expertise in housing program law and regulation, credit counseling and loan processing, servicing actions and authorities, and customer service. Ensures that loan/grant requests are processed, approved, and closed in accordance with Rural Development regulations. Advises staff on complex issues related to sound business practices, credit risks, liquidations, and management and sale of inventory properties.

• Successful completion of one year probationary period, unless previously served.
• Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS13 grade level) For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least GS-12; or its non-Federal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
