You will serve as a SECURITY SPECIALIST in the OPERATIONS DIRECTORATE of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will be familiar with, maintains access, and manages personnel files in appropriate program systems for all accessed personnel. You will serve as the subject matter expert to review and approve all construction, expansion, or modifications to Special Access Program Facilities (SAPFs) for accreditation. You will ensure all cleared personnel are trained annually to reduce the probability of a security incident that causes grave harm to national security. You will perform Special Access Program security inspections/staff assistance visits (SAVs) of assigned Special Access Program Facilities (SAPFs). You will manage all aspects of the Special Access Program Security education and awareness program for personnel within the command, components and subordinate commands.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing government leadership and guidance in the development and implementation of Special Access Program and Special Technical Operation security policies and procedures, training, and methods for identifying and protecting classified information, personnel, property, facilities, operations or material from unauthorized disclosure, misuse, theft, assault, vandalism, sabotage or loss; 2) Ensuring all personnel are provided with required annual training, questionnaires, knowledge, and skills to safeguard and protect highly sensitive classified information; 3) Serving as a Government Special Access Program Security Officer or equivalent; 4) Managing and reviewing construction, expansion, or modifications to Special Access Program Facilities along with the Special Access Program Accrediting Official (SAO) and Special Security Officer (SSO) or equivalent; 5) Assisting in the overall cognizance of the command's program security posture and provide oversight for SAP Security Compliance Inspections and Staff Assist Visits; 6) Reviewing suitability and eligibility requirements within the nomination process for individual's entry and retention into sensitive and non-sensitive positions; 7) Utilizing special access databases (i.e. JADE/PDAS) and information systems in order to perform daily duties; and; 8) Applying written and oral communication skills to higher level command and agencies to describe situations, problems, analysis and conclusions in a clear and succinct manner.
