You will serve as an ACQUISITION PROGRAM SPECIALIST in the COMMANDING OFFICER COMMAND OPERATIONS DEPARTMENT, ACQUISITION/PROCUREMENT DIVISION of FLEET READINESS CENTER SOUTHWEST.

Duties

You will participate in the planning, directing, controlling, and administering of assigned program elements/resources in connection with the assigned areas. You will be responsible for drafting program briefs, point papers and talking points for flag level officer discussions and meetings. You will perform a range of duties relating to preparation of required acquisition documents, analysis, formulation, presentation, and execution of contracts. You will review and revise pre-solicitation procurement packages prepared by respective procurement analysts, technical advisors, and/or subject matter experts, for submittal. You will analyze internal and external data to identify and explain any deviations from the pre-established obligations and expenditures.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyze procurement performance information to prepare data call responses; 2) Analyze the effectiveness of program operations in meeting established goals and objectives; 3) Monitor and analyze data within databases; 4) Develop or submit annual funding requirements for assigned systems and programs; 5) Manage and coordinate the division procurement process to ensure procurements are executed with the proper funding source and within the established budgets; 6) Plan business strategies to procure items needed to support mission; 7) Analyze procurement issues within an organization to determine impact on program funding; 8) Determine alternatives to procurement procedures for proper completion of contracting assignments; 9) Manage contracts to ensure work is completed in compliance with established laws or regulations and contract terms; 10) Analyze technical requirements of a program to determine appropriate contract method or contract type for procurement; 11) Evaluate contractor work for compliance to applicable plans, specifications, and requirements; 12) Monitor contract administration to ensure contracts meet specification requirements; 13) Analyze price or cost data to support cost-efficient acquisition goals or objectives; 14) Assess acquisition cost and pricing information to validate direct and indirect costs and profits; 15) Review cost analyses conducted by a team to verify cost products are accurate, timely, consistent, and meet a department's quality standards; 16) Analyze data to make decisions concerning strategy, status, and progress of production related activities; 17) Determine resource requirements to balance workloads and alleviate production delays; 18) Formulate long and short range plans to promote production efficiency.
