The primary purpose of this position is to Serve DD-CTIC leadership as the focal point for interagency coordination of security cooperation technology transfer, USG capacity building and information sharing. To broaden the skills and enhance the leadership abilities of the incumbent while contributing support to the mission and function of the organization.

Duties

DUTY 1: Responsible for planning, organizing, and managing activities of the Division, directs activities and manages the development of the Division's long-range plans, program goals, policies, and procedures. Develops goals and objectives that integrate the Division. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Plans and schedules work in a manner that promotes a smooth flow and even distribution. DUTY 2: Responsible for assisting the Director, Strategic Plans and Policy in the development and oversight of policy relating to national military strategy and coalition building. Exercises Joint Staff oversight of Department of Defense issues within security cooperation realm. Provides strategic thought and analysis, expert advice, timely updates, and policy guidance. DUTY 3: Represents the Joint Staff in interagency decision forums, steering groups, and executive committees considering national security policy and strategy. Establishes, develops, and maintains effective working relationships with a variety of high-level offices.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0346: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/logistics-management-series-0346/\ INDIVIDUAL OCCUPATIONAL REQUIREMENT: Administrative qualification standard: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In-depth knowledge of political military procedures, requirements, and Combatant Command reporting to the Joint Staff through the Director, Vice Chairman and the Chairman of the Joint Chiefs of Staff. Expert knowledge of the DOD's Defense Management Advisory Group (DMAG) led by the Deputy Secretary of Defense (DSD). Expert knowledge sufficient to plan, advise, influence and direct Joint Staff involvement in bilateral and multilateral security relationships. The complexity and direction of foreign and national security policy issues must be anticipated, and options must be organized, evaluated and presented for the use of senior Joint Staff and DOD policy-makers to protect military equities worldwide. The position provides national-level policy makers with authoritative analysis and provides a basis for decisions affecting major current and long-range policies and proposals that affect the activities and operations of DOD. Effective and timely performance of duties constitutes a major contribution to defense and foreign policy, and national security objectives. Comprehensive knowledge to analyze current, new, and undefined strategic and policy requirements; determine the nature and scope of the associated issues, coordinate with other strategy, policy, and requirements experts (both inside and outside the DOD), acquisition experts, defense contracting officials, analysts, and international defense experts to determine; the appropriate scope and nature of issues; plausible courses of action; and how the solution(s) will support the objective policy and strategy. Work requires innovative planning to ensure current guidance and directives are adequately accounted for in the development of new or modified strategies and policies. The individual must stay current on congressional legislation and presidential directives in order to ensure changes to combatant commands and global force posture are appropriately authorized. Must be able to evaluate competing priorities across the DOD enterprise and provide sound military advice to the CJCS and VCJCS. The work involves gathering information; identifying and analyzing issues; and developing recommendations to resolve substantive problems. The employee conducts qualitative and quantitative analyses using the most appropriate analytical techniques. The employee is required to not only analyze current requirements, but also to consider the impact of current analyses on projected missions and functions. Typically, numerous projects and issues occur simultaneously, requiring a high degree of organizational skill to meet frequently changing priorities and deadlines. The work involves various duties which involve different and unrelated processes and methods. The incumbent is responsible for ensuring that the work flows smoothly and efficiently through the division. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of the Joint Staff functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations. 2. Extensive knowledge of foreign affairs and national security policies and objectives, U.S. defense programs and policies, doctrine, strategy and political-military matters 3. Skill and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the directorate, including the ability to maintain credibility with others on technical matters. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
