This position is in the Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA). WRA works to deliver programs and services aimed at reducing the harmful effects of at-risk, illicitly proliferated, and indiscriminately used conventional weapons of war. The Office works to implement and monitor policies, programs, and public engagement efforts that contribute to the prevention and mitigation of conflict, as well as post-conflict social and economic recovery.

Duties

Researches and provides grants policy guidance and advice to PM Bureau staff, Grants Officer Representatives (GOR), grantees, and overseas embassy personnel. Oversees and monitors active grant projects in PM/WRA, reviewing and validating official grant documentation to ensure compliance with all legal and administrative requirements. Analyzes and integrates grants program data into reports for workload management, financial, technical, procurement, federal assistance, and scheduling information used by Bureau management. Provides the full spectrum of technical support to the financial manager and Contracting Officer Technical Representative (COTR) within PM/WRA relating to financial, grant, and contract administration. Negotiates and concludes financial assistance awards or instruments involving appropriated funds to private and public sector organizations and foreign governments in accordance with applicable statutes and regulations. At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13 level.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Statement of Employment & Financial Interest required prior to appointment.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering and monitoring financial assistance actions. Experience reviewing grants applications to assess eligibility and financial viability. Experience providing support for negotiations of financial assistance awards. There is no substitute of education for specialized experience for the GS-12 position. Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience making recommendations for financial assistance management projects or activities. Experience reviewing grants applications to assess eligibility and financial viability. Experience negotiating, administering, and closing out financial assistance awards. There is no substitute of education for specialized experience for the GS-13 position.
