About the Position: Performs duties in support of Programs and Project Management, primarily concerned with the coordination of data that is essential to the successful tracking and execution of assigned projects.
NOTE: Occupational series (0301) is covered by ACWA at the 05 -grade level and 07-grade level. Selectees at that grade level will need to fulfill ACWA assessment requirements prior to placement.
Duties
You will develop and maintain electronic databases and input to existing databases information related to government estimate performance, bid results, and award of construction contracts.
You will provide input to Corps of Engineers Financial Management System (CEFMS), extract reports, and manage accuracy of project funding issues using CEFMS.
You will identify any trends or indicators that could affect project cost performance based on historical data.
You will collect and coordinate project data and cost/ schedule information from the Project Delivery Team (PDT) members to assist in the preparation, submission, and execution of construction cost estimates and project funding allocations.
You will maintain records and monitor the progress of planning, engineering, and construction effort for assigned project work and prepare reports reflecting monthly progress.
You will review reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity.
You will collect and compile labor cost information using the Resident Management System (RMS), directly contacting union halls, or other means to have accurate labor cost on hand in the development of cost estimates.
You will collect and compile labor, equipment, and material quotes as received by the Section to create a repository of such information to assist in the development of cost estimates.
You will create and maintain running database which would be used to track assigned projects, labor
codes, and labor funding information for the Section.

Specialized Experience for GS-05: One year of specialized experience which includes collection of data, inputting and maintaining data in a database, and manipulating data to be presented in a readable format for reports and presentations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-04).
OR Education: I have successfully completed a full four-year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)
OR Combination of Education and Experience: I have the general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.).
Specialized Experience for GS-07: One year of specialized experience which includes researching and analyzing project schedules and fund utilization; preparing reports to reflect monthly project status; monitoring and reviewing information from materials to detect or assess problems and collecting and inputting data into electronic databases. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR Education: One full year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Management Information Systems, Information Management, Computer Science, Library Science, Data Analytics, Business Analytics, Information Technology. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04 to qualify for GS-05; GS-05 to qualify for GS-07).
