You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the Naval Facilities Engineering Command (NAVFAC) of NAVFAC NORTHWEST. This is an obligated position. The former incumbent has return rights to this position under PL 86-585.

Duties

You will manage various contractor safety oversight programs such as, but not limited to, confined space, fall protection, scaffolding, shoring, trenching, and excavation, high voltage operations, construction safety, and more. You will develop, implement, and track goals and objectives for contractor safety oversight program. You will analyze mishap data to identify trends, target mishap prevention efforts, and establish required correction actions to reduce mishaps related to the contactor oversight safety program. You will prepare and present briefings on mishap data metrics, statistical analysis, and overall status of the contract safety program. You will perform periodic inspections and surveys of industrial operations and construction activities to determine contractor's compliance with applicable safety and occupational health regulations, contract specifications, and consensus standards. You will provide technical expertise in general industry and construction safety and occupational health programs.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete training courses as delineated in OPNAVINST 5100.23 series and NAVFAC Safety Community Management Plan.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing safety program policy, procedures, and guidance and updates all policy and procedures as requirements change; 2) Scheduling and performing inspections to identify unsafe or unhealthy conditions and processes; 3) Assisting in the preparation of the budget for the safety office and command safety program; and 4) Investigating mishaps, determining casual factors, and providing recommendations to safety issues.
