You will serve as a SAFETY & OCCUPATIONAL HEALTH MANAGER in the SAFETY DIVISION of NAVFAC NORTHWEST.

Duties

You will advise or guide others in clear and concise terms to explain safety program objectives You will evaluate effectiveness of safety training to adjust training as necessary You will recommend methods to management to eliminate or control unsafe acts or conditions identified in inspections and survey You will advise commands on best methods and practices to establish and administer activity safety programs. You will be responsible for managing the RCOMA program and must have or be able to obtain Radiation Safety Officer qualifications.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You must be able to successfully complete the following training courses within prescribed timeframe: OPNAVINST 5100.23 series and the NAVFAC Safety Community Management Plan.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes during periodic inspections and development and evaluation of hazard controls.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Interpreting and applying safety and occupational health laws, regulations, principles, standards, procedures, and abatement measures to manage an Occupational Health Program; 2) Preparing, justifying, and administering the Command safety budget with financial planning responsibility for Command safety program needs; 3) Managing and assessing the effectiveness of health and safety programs and practices designed to prevent injury to personnel and loss of property in the industrial work environment; 4) Reviewing plans, designs, and specifications for operations and facilities to identify proper hazardous controls; 5) Developing command policy on a wide range of safety and occupational health activities inherent to Occupational Safety and Health programs. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Desired, undergraduate degree from an accredited college or university in Safety and Occupational Health or degree in other related fields, supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, engineering and industrial psychology is desired but not required. OR General Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the Safety and Occupational Health field. Creditable general experience must demonstrate the achievement of knowledge equivalent to the education described above Desired Certifications: - Associate Safety Professional (ASP), which is an interim designation to show progress toward the CSP - Certified Safety Professional (CSP) - Certified Industrial Hygienist (CIH) - Similar certification that includes successful completion of a written examination Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
