You will serve as a Program Analyst (Workforce Development) Inside Machine Shop (Shop 31) at PSNS and IMF.
Pay Setting Range:
GS-09: $67,147 - $87,291
GS-11: $81,242 - $105,612
Duties
You will plan, schedule, and conduct studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations and programs.
You will analyze processes and systems to plan and implement process improvements for organizational gain.
You will develop and implement systems and methods for conducting and evaluating self assessments.
You will recommend, implement, and integrate changes when needed
You will perform research and provide recommendation for equipment and faculty requirements.
You will conduct investigations of potential or existing areas affecting Work Force Development.
You will review, analyze, and evaluate data indicators of program performance and compliance.
You will gather, interpret, and correlate large amounts of narrative and statistical information to identify significant trends and issues.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating program performance by conducting studies or investigations to identify program deficiencies and develop recommendations to improve program operations.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing program performance data to identify trends and develop reports, charts or graphs to support recommendations for program improvements.

Education
Education may be used to substitute specialized experience as follows:
For the GS-11:
- successful completion of a Ph.D. or equivalent doctoral degree; OR
- successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
- successful completion of an LL.M. degree that is related to the position being filled; OR
- a combination of experience and graduate education as described above that equates to one year of experience
For the GS-09:
- successful completion of a master's or equivalent graduate degree; OR
- successful completion of two full years of progressively higher level graduate education leading to a master's degree; OR
- successful completion of an LL.B. or J.D. that is related to the position being filled; OR
- a combination of experience and graduate education as described above that equates to one year of experience
