You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUREAU OF MEDICINE AND SURGERY.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs and activities, including presenting and defending budget estimates before authorities.
You will analyst and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will perform a variety of fiscal, accounting, or financial management duties and responsibilities.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

- Relocation expenses (i.e. PCS) may be authorized in accordance with applicable travel regulations.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Extensive experience utilizing comprehensive, budgetary policies, precedents, procedures, and regulations.
Extensive experience utilizing policies, precedents, goals, objectives, regulations, and guidelines of a functional area.
Extensive experience utilizing administrative and financial management systems.
Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly.
Extensive experience utilizing analytical reasoning while identifying, analyzing and conceptualizing budgetary problems and developing alternative solutions, is required.
This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Education
For GS-11: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
For GS-12: There is no substitution of education for experience.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
