You will serve as an Information Warfare (IW) Future Capabilities Analyst in the Persistent Targeting Branch providing analytic support for N2N6. You will provide the experience and technical expertise to develop an overarching IW strategic framework that complements the delivery of future IW capabilities. This position is located at DNI/DDNI OPNAV SUPPORT STAFF, Pentagon, in Arlington, Virginia.

Duties

You will provide OPNAV Resource Sponsors with analytically rigorous capability gap assessments and quantitative analysis in support of Program Objective Memorandum (POM) development concerning the Navy’s Persistent Targeting efforts. You will align N2N6 analytic efforts with counterparts in the other services to advance the development of integrated information warfare (IW) capabilities to support the Persistent Targeting Branch. You will serve as the lead strategy and plans action officer for N2N6I to coordinate Navy’s Information Warfare strategy/framework with other services, joint staff, Department of Navy (DON) and the Office of the Secretary of Defense (OSD). You will represent N2N6 in Joint Staff and the Office of the Secretary of Defense (OSD) Information Warfare (IW) forums.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a two-year DCIPS trial period requirement.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilize extensive knowledge of Information Warfare and Persistent Targeting to lead analytic pillars within organization's Analytic Plan; Analyze historic analytic efforts to identify and recommend the most impactful analytic pillars that will help to close critical Persistent Targeting capability gaps; Develop strategic-level information warfare and operating concepts, strategies, and related strategic (future) planning instruments in support of organization programs, acquisition and research & development (R&D).
