About the Position: This position is located in the Capability Development and Integration Directorate, Army Futures Command, Fort Leonard Wood, MO. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood.

Duties

The duties of this position are for the full performance level. The duties at the GS-09 are the same but with closer than normal supervision. Provide technical, administrative and resource guidance support to organizational management in support of management and the organization's program functions. Serve as Internal Control Administrator for the Directorate. Analyze operating programs to evaluate effectiveness in achieving objectives. Conduct program planning studies for special projects and requirements. Serve as Human Resource action officer. Serve as Primary Trusted Agent and Alternate Trusted Agent Security Manager. Serve as the agreements action officer developing, reviewing and coordinating support agreements with applicable parties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position requires that the incumbent be able to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
  • Requires Temporary Duty (TDY) travel up to 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. To Qualify at the GS-11 Level: Specialized Experience: One year of specialized experience which includes: managing an Internal Control Program; ensuring operating programs are in compliance with all associated regulatory requirements; analyzing operating programs for deficiencies; recommending actions to improve program plans; maintaining audit trail on required programs; interpreting policies and providing technical guidance to organization personnel; submitting civilian Requests for Personnel Actions utilizing various human resource automation programs; developing and coordinating support agreements and memorandums of understanding between applicable parties; preparing periodical formal review and associated documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 for the GS 09 AND GS 09 for GS 11).
