You will serve as a FINANCIAL MANAGEMENT ANALYST in the TECHNICAL BRANCH/ MISSILE BRANCH of STRATEGIC SYSTEMS PROGRAMS.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will function as the subject matter expert/consultant with responsibility for SP27 Missile D5LE2/3 Program cost evaluation studies and develops methods and procedures to measure Program cost accomplishments, results, and effectiveness.
You will demonstrate the use of Financial Management policies, regulations, support SSP’s strategic goals.
You will manage and track all SP27 Missile D5LE2/3 Program cost related contract Plans of Action and Milestones (POAMs) to assure successful completion.
You will prepare SP27 Missile budget data within the D5LE2/3 budget exhibit(s) in support of SP13 Budget Process.
You will assist with generation of financial portion of Contract Statement of Work/Objectives, Contract Data Requirements List, Technical Evaluations, Justification and Approval, and generation of Procurement Requests.
You will prepare programmatic briefings for SSP leadership and external organizations and represents SP27 Supervisory BFM to all organizations concerned with the management and execution of assigned projects.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing financial policies, plans, or programs to ensure timely and effective allocation of resources by fulfilling the organizations mission.
