You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST (Purchasing Branch Lead) in the Purchasing Requisition Branch (Code 1071) of the Property Management Division (Code 107) of the Corporate Operations Department (Code 10) of NAVAL SURFACE WARFARE CENTER, Crane, Indiana.
Duties
You will serve as one of 3 leads (Lead Approving/Billing Official, Lead Buyer, or Lead PR Creator) in the Purchasing Requisition Branch,
You will lead teams in training, ensuring correct system accesses are maintained, and tracking tasking and workload,
You will provide guidance, development, and training of Acquisition Quality Managers (AQM),Purchase Requisition Creators, GPC Buyers, A/BOs and Command stakeholders,
You will interface with stakeholders on acquisition policy and procurement processes,
You will provide expert level assessments regarding acquisition of services and materials, serving as the basis for the usage of appropriate procurement methods,
You will review and approve completed Purchase Orders and Requisitions to ensure packages are submitted timely and in accordance with Federal Acquisition Regulations (FAR) and other local, NAVSEA and DoD regulations, guidelines, and business rules,
You will coordinate with Program Managers and stakeholders regarding Contractor functions,
You will coordinate with Command, Department, and Division personnel on performance with transparency in regard to Crane Management System objectives of Customer Satisfaction, On Time Delivery, and First Pass Yield,
You will provide leadership and supervision and resolve simple, informal complaints of employees while directing appropriate matters to the supervisor,
You will act in a supervisory capacity as need requires,
You will report to the supervisor on performance, progress, and training needs of employees, providing recommendations for promotions, reassignments, and recognition of outstanding performance,
You will research, interpret and apply acquisition regulations, instructions, and procedures and make recommendations consistent with policies,
You will interpret instructions and tailor procurements to specific requirements, applying qualitative and quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the NT-04 pay band (GS-11 and GS-12 equivalency) in the federal service or equivalent experience in the private or public sector
analyzing and evaluating business operation requirements (e.g. acquisition policy and procurement processes) to develop and implement business process improvement strategies to improve the efficiency and effectiveness of acquisition programs.
