This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Identifies deviations from financial management plans, identifies trends which may have adverse financial effects, makes current and long-term projections, and analyzes costs of programs to assist in decision making.
Keeps informed of current developments in the functional field by attending and participating in meetings and through correspondence with counterparts in other organizations.
Serves as the focal point for assigned accounts and coordination on all matters pertaining to budget and fiscal activities, reviews, and analyses, and designated management reporting requirement
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) may be required 10% of the time.
- Must be able to obtain and maintain a Secret security clearance.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Advanced Certification within 4 years of entrance on duty.
- Financial Management Level 2 Certification must be obtained within 24 months of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience: 1) Analyzing financial or budgetary relationships to develop recommendations for budgetary actions; 2) Developing financial policies to implement; and 3) Providing advice to staff officials on matters such as the distribution of allotment and availability of budgetary funds.
