You will serve as a Supervisory Administrative/Technical Specialist in the Purchasing Requisition Branch of the Property Management Division of the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER.
The NT-05 pay band encompasses the GS-13/14.
This position is part of the Warfare Centers Personnel Demonstration Project.
Duties
You will reside as the Branch Manager for the Purchase Requisition (PR) Support Branch.
You will provide rapid and thorough purchase requisition (PR) support for the business and technical operations of the Departments.
You will be responsible for the creation of PRs and exercise control over the PR creation process by providing oversight and direction for all aspects of the process.
You will serve as the primary source for critical data call research and compilation of data related to PRs.
You will analyze and monitor demand/capacity in order to determine workload and appropriately communicate status.
You will make clear and effective oral presentations and informal briefs to a variety of audiences.
You will collaborate with personnel internal and external to the ICS organization to include the Contracting Department and Office of Comptroller.
You will seek continuous improvement opportunities to ensure the PR process is as efficient as possible.
You will evaluate situations and use ethical decision-making to resolve problems.
You will develop and maintain long/short-term planning for funding, human resources, facilities and equipment.
You will develop funding schedules that support current and future infrastructure and plans for growth.
You will anticipate and analyze risks to resources, products, programs and processes and implement effective control measures.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating financial or acquisition requirements to improve efficiency and execution of purchase requisition processes for an organization.
