The position serves as a Management Analyst in the Office of the Director. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components.

Duties

This is a developmental position leading to the GS-11 and ultimately the full performance GS-12 level. The duties and responsibilities of this position are essentially identical to those found at the full performance level. However, at the GS-09 level, the incumbent will perform work activities with more available guidance. GS-09 duties and responsibilities include, but are not limited to: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Evaluates, processes, and makes recommendations for effective organizational changes. Recommends areas and methods by which efficiency of operation can be improved and develops training to implement. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. GS-11 - This is a developmental position leading to the GS-12 level: The duties and responsibilities of this position are essentially identical to those found at the full performance level. However, at the GS-11 level, the incumbent will perform work activities with more available guidance. Upon meeting all regulatory requirements for promotion, demonstration of fully acceptable performance, and satisfactory completion of any applicable training plans, the incumbent may be non-competitively promoted to the target position. GS-12 - The duties below are conducted with minimal supervision: Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings. Evaluates, processes, and makes recommendations for effective organizational changes. Recommends areas and methods by which efficiency of operation can be improved and develops training to implement. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: To qualify at the GS-9 grade, you must meet one of the qualifications listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience may typically include but are not limited to general knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and experience conducting detailed analyses of complex issues, broad understanding of organizational principles and project management, understanding of information exchange methods such as writing, presenting and utilizing various social media platforms. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at the GS-9 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. To qualify at the GS-11 grade, you must meet one of the qualifications listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience may typically include but are not limited to broad knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and intermediate experience conducting detailed analyses of complex issues, broad understanding of organizational principles and project management, understanding of information exchange methods such as writing, presenting and utilizing various social media platforms. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. Specialized experience may typically include but are not limited to comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; extensive experience conducting detailed analyses of complex issues, mastery of organizational principles and project management, expert skills information exchange utilizing various software, technological and social media platforms. You will be rated on the following Competencies for this position: Writing Oral Communication Organizational Awareness Self Management Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
