You will serve as a POL FINANCIAL PROGRAM ANALYST in the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.
This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13, step 10 level.
Duties
You will develop strategies to eliminate obstacles or barriers to mission accomplishment.
You will develop a resource management program that maintains balance and perspective between various components, programs, or teams
competing for the same resources.
You will determine solutions to program issues to facilitate meeting program objectives.
You will direct the actions and coordinate the activities of cross-functional teams to achieve program goals and milestones.
You will facilitate meetings with managers to identify program goals, objectives, and tasks.
You will compose program plans for organizational direction and guidance (e.g., planning, training, funds, schedules, requirements).

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (equivalent to GS-05 to GS-11) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advancing concepts, principles, and practices to provide execution oversite to various programs and command projects; 2) Providing technical recommendations/solutions to the acquisition process to unique program problems; 3) Supporting negotiations of annual budgets, Project cost estimates, and supporting cost controls of project expenditures; 4) Supporting and leading multi-disciplined teams in the execution of interdisciplinary work as a project and/or team leader.
