Within CISA, the Infrastructure Security Division (ISD) focuses on protecting critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community, which includes private sector owners, operators, and employees; state, local, tribal, and territorial (SLTT) officials; and other federal agencies. In this position you will serve as a Supervisory Management and Program Analyst leading the Policy and Rulemaking Section with the Chemical Security Policy, Rulemaking and Engagement Branch. Typical work assignments include: Writing and editing regulations, public notices, policy interpretations, and other rule making or regulatory documents; Representing the organization as a subject matter expert to provide guidance to a variety of stakeholders; Managing long-term projects involving multidisciplinary teams; Supervising a team, to include performance management; planning and assigning work and providing advice, counsel, or instruction to employees on both work and administrative matters; Advising senior branch management on high-priority subject areas related to chemical security policy.

Requirements

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Must have experience formulating, developing and writing public regulations or standards in accordance with U.S. Administrative Procedure Act; and Leading, planning, organizing and directing the work of a project team; and Performing quantitative and qualitative analysis for the purpose of developing regulations or public policy; and Representing the organization as a subject matter expert on technical or regulatory matters. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
