About the Position: Lead Logistics Management Specialist, provides management & direction to logistics management specialist for researching foreign governments/organizations requirements, preparing Foreign Military Sales Letters of Offer and Acceptance, negotiating substitutions and price adjustments.
Duties
Responsible for providing management and technical direction regarding researching foreign governments/organizations requirements, preparing Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOA),
negotiating substitutions and price adjustments, ensuring on-time deliveries, and subsequent billing for services/material.
Reviews foreign government/organization requirements, preparation of LOAs, amendments, and modifications to ensure materiel need and regulatory requirements are met.
Resolves priority conflicts when foreign government/organization needs complete with Army requirements for available assets.
Resolves simple, informal complaints and refers others to the supervisor.
Develops plans and/or makes recommendations for the development and implementation of Security Assistance (SA) program policies and procedures
Coordinates, and directs the efforts of conducting complex studies on all aspects of FMS case execution, which spans the entire life-cycle of ammunition logistics (research and development, procurement,
and production, inventory management, stock control, maintenance, quality assurance, transportation, financial management and delivery).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires incumbent to obtain and maintain a SECRET Security Clearance..
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Certification within 48 months of entrance on duty.
- Business travel required 25% of the time.

Specialized Experience: One year of specialized experience which includes:Establishing procedures and policies related to the ammunition life cycle such as planning, programming, funding, and execution or overseeing the execution of sensitive or complex ammunition cases for assigned countries/programs and communicating critical program information to leadership through email, papers, and presentations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
