Duties
As a/an Supervisory Budget Analyst Director Salaries and Expenses Division, you will:
Supervise the Salaries & Expense Division staff of budget and financial analysts.
Monitors and controls program activity to ensure funding used is within legislative and budgetary restrictions.
Advises program offices administrative officer and managers and the Office of CFO staff on budgetary and financial management issues related to ongoing or proposed programs and supporting administrative activities.
Prepare the Office of CPD's Congressional Budget Justification for Salaries and Expenses (and for other earlier phases in the annual budget cycle) including the preparation of briefing materials and responses to questions from the Office of Management and Budget and Congress, as required.
Prepares annual report of CPD's use of S&E resources for financial management activities as required by OMB Circular A 11.
Advises program offices administrative officer and managers and the Office of CFO staff on budgetary and financial management issues related to ongoing or proposed programs and supporting administrative activities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
- Supervising a team in the development of policies, systems, and procedures for budgeting and managing funds; AND
- Providing guidance and oversight of a full range of budgetary and salary functions and duties associated with all phases of the budget process ( e.g. formulation, presentation, and execution).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
