This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-JFHQ.
Duties
Serve as lead for efforts to liaise and engage with academic institutions, commercial vendors, research enterprises, and other government entities to build, grow, and maximize Joint Force Headquarters (JFHQ) relations that enhance mission readiness.
Design and implement outreach and engagement strategies to reach these institutions for positive benefit to the command. Serve as the primary command expert and adviser on matters of governmental and academic engagement relative to capabilities.
Disseminate Capabilities Branch products through collaboration with colleagues in the JHA and the entire JFHQ-DODIN staff. Routinely present Capabilities Branch products to members of the staff and leadership as well as agencies.
Analyze Joint Force Headquarters (JFHQ) programs, plans, and current problems continuously to determine specific areas where capability outreach and engagement can have beneficial or complementary effect to command efforts.
Prepare briefs and periodic reports on the analysis of current and future capabilities. Lead JFHQ development of future operational environment assessment reports.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Must be able to obtain and maintain Top Secret/ SCI security clearance.
- This is a drug testing position.
Qualifications
In order to qualify for this position, you must meet the requirements described below
Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience developing, updating, and implementing programs and plans for command capability outreach and engagement, that effectively support network operational priorities and goals.

Education
There is no substitution of education for specialized experience at the GG-13 grade level.
