The position is located at the Bureau of the Fiscal Service (FS), Information and Security Services (ISS), Information Assurance Division (IAD), Oversight and Compliance Branch (OCB), serving as a team member in developing, implementing, and maintaining IT security assurance initiatives with a focus on IT Security Awareness, Training, and Education (SATE) program.

Duties

As an IT Specialist (PLCYPLN)(INFOSEC), you will: - Serve as an IT Security Training Coordinator representing the security program, to help ensure bureau compliance per federal, agency, and bureau regulations or policy. Work closely with ISS management, program office management and training coordinators, and Training (Human Resources) to ensure 100% compliance with mandatory IT security related training. Training involves both employees and contractors (new or existing). Training includes general awareness (e.g., Rules of Behavior, annual cyber, privacy, records management, etc.) and specialized per roles designated as having significant security responsibilities. Activities include conducting training, updating training content, scheduling training rooms and other collaboration resources, preparing notifications, tracking compliance, and following up with Training, individual employees or contractors, management, contract representatives, etc. Additional IT Security Training Coordinator responsibilities include developing and distributing awareness materials such as posters, security reminders, security newsletters, etc., and executing phishing exercises. - Ensure new employees and contractors complete onboarding IT security training requirements and complete necessary agreements per applicable policy. - Conduct New Employee/contractor Orientation (NEO) as scheduled by Human Resources. - Coordinate with Human Resources and management to ensure the bureau's compliance with FISMA and other requirements for mandatory training (awareness and specialized). This includes developing, reviewing, updating, and/or testing course content, and preparing notifications and reporting on compliance. - Formulate training plans (curriculum) or lists of required or suggested training classes and distribute through management to management officials, supervisors, employees, and contractors.

Qualifications

You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing work within the area of information assurance security oversight and compliance with an emphasis on IT Security Awareness, Training, and Education (SATE). Examples of such experience could include any of the following: - Creating IT security awareness content such as posters, articles, newsletters, blogs, whitepapers, etc.; - Formulating and executing IT security training plans (curriculum) for new employees, contractors, and/or individuals who are within a specialized security or cybersecurity coded position; - Developing, scheduling, facilitating, and tracking of IT security training webinars, courses, etc.; - Coordinating the execution of phishing email simulations to include reporting and follow-up; - Coordinating IT security training campaigns (e.g., national cybersecurity, preparedness, and fraud months, etc.) designed to increase overall awareness and reporting. AND In addition to meeting specialized experience, applicants must have proficiency in each of the four competencies listed below: - Attention to Detail, such as writing IT security awareness articles and/or tracking the overall completion of required annual training. - Customer Service, such as the timely response on IT security compliance and/or training matters to management, Human Resources, employees, and contractors. - Oral Communication, such as conducting IT security training, podcasts, webinars, recorded voiceovers, and/or briefings to employees, contractors, and/or management. - Problem Solving, such as recommending and supporting the implementation of changes to information assurance, oversight, compliance, and/or training processes.
