The primary purpose of this position, EQUIPMENT SPECIALIST (ELECTRONICS), GS-1670-11, is to provide Air Force Enginering Technical Services (AFETS) and acquisition support on complex and sophisticated systems/equipment for the Department of Defense.
Duties
Technician is assigned spare part acquisition projects in support of those items managed by both the Air Force and the Defense Logistics agency (DLA) and recommend appropriate acquisition method codes in accordance with DFARS PGI 217.75 (DOD Spare Parts Breakout Program) Air Force Instruction AFI 23-105 Supplement 1, and local policies and procedures.
Establish and review technical data packages (TDP) for replenishment spare parts or repair kits to ensure that all engineering data such as drawings, specifications, and standards are identified.
Conduct a thorough technical review of the TDP and Request for Data Sets (RDS) to assure that it is adequate for a manufacture of the item by a new source.
Willing and active participant in process improvement teams and prepare informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training for lower grade employees.
Responsible for providing technical support, generally in the field of aircraft electronics, electrical and avionics to include aerospace and accessories areas and any associated airframe or mechanical system.

- This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1670, Equipment Services Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. An example of creditable specialized experience includes: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a graduate degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education has been obtained in an accredited college or university NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of manufacturing process, maintenance concepts, principles, and practices of specific systems/equipment listed in Duty 1.
Knowledge of required security and safety regulations, practices, and procedures.
Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
Ability to plan, organizes, and reprioritizes work to meet changing deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS: The work requires some physical exertion such as long periods of standing; or recurring activities such. as bending, climbing, stooping, stretching, or reaching.
WORK ENVIRONMENT: The work environment can include arctic, desert, and temperate climates. Work is regularly performed out of doors or in field conditions, flight lines, maintenance facilities, and aboard military mission aircraft vessels. Exposed to high noise areas. Special safety precautions and protective clothing/devices are required during these site visits.
