You will serve as a Program Analyst in the Supplier Performance and Logistic Systems Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA).
Duties
You will support Navy Wide and Other Government Agency Information Technology (IT) projects/systems established to collect, manage, assess, flag, and report data for use by program officials and civilian and uniformed operational personnel.
You will develop project Plans of Actions and Milestones (POAM), strategic planning, cost benefit analysis, requirements analysis, cost estimation, scheduling, business process re-engineering, and policy development.
You will provide project status reporting and presentations, procurement and budget processes, Life Cycle Management (LCM), resource management, contract management, contract workforce administration, training, and documentation.
You will lead and/or participates in planning, organizing, and directing functional automation studies and long-range forecasts.
You will review current systems and processes and assess the need for update or modification, exploring options and alternatives and/or developing prototypes and validating concept, process, and product.
You will participate in the development/automation and testing of proposed new/modified systems and processes.
You will monitor automated functions and assess systems and processes for effectiveness, efficiency, economy, compliance, connectivity, standardization, and consistency with current operational philosophy and policy.
You will develop standards against which performance will be measured, establishing metrics to be used.

- This is a Cyberspace Workforce position, work role code (INSERT TITLE), proficiency level (INSERT LEVEL) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing responsibility, authority, and accountability for planning and coordination of work performance data across the agency to include basic understanding of web application security and best practices. Examples of Qualifying Experience may include demonstrated experience and basic understanding of web development, software lifecycle; utilizing government Security Technical Implementation Guide (STIG).
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing analytical support for planning and coordination of work performance data across the agency to include basic understanding of web application security and best practices.

Education
For GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree;
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.;
OR
Possession of an LL.M. degree in a field directly related to the position being filled.
