DCSA's Center for Development of Security Excellence (CDSE) is seeking a Course Manager to serve as the security content SME for the assigned security content area/security specialty in the facilitation of CDSE training, products & services. This is an excellent opportunity for those with expert knowledge & application of a wide range of Industrial Security principles.

Duties

This position as an Instructor (Industrial Security) is located in the Training Division of the Center for Development of Security Excellence (CDSE), Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD) .As a INDUSTRIAL SECURITY SPECIALIST (TRAINING SPECIALIST) you will be responsible for the following duties:

  • Position is a (DCIPS) position in the Excepted Service under U.S.C. 1601

  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • Must successfully attain and maintain the DOD Security Professional Education Development Program (SPeD), Security Fundamentals Professional Certification,
  • and the Security Asset Protection Professional Certification, and the Industrial Security Oversight Certification (ISOC) within 24 months of hire.
  • Must attain and maintain the CDSE Instructor Certification at the Basic levels within 24 months of initiation of the Instructor Certification Program

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Developing, implementing, and assessing training products and delivery methods; Industrial Security and National Industrial Security Program (NISP) principles, policies, and procedures; Review, interpret and apply policy changes to existing training and products; Interpersonal and oral/written communication skills, to include public speaking. Specifically you will be evaluated on the following competencies: 1. Curriculum Development Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition 2. Program Security Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle. 3. Security Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. 4. Communication Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

Substitution of education may not be used in lieu of specialized experience for this grade level.
