NASA is seeking a highly qualified candidate to serve as a Physical Security Specialist and Contracting Officer Representative (COR). In this role, you will provide advice and guidance to Center Protective Services, develop work statements for contract organizations, and assess performance of contract organizations that deliver protective services across multiple NASA Centers.
Duties
Assess the ability of Government contractors, ensuring reliability, loyalty, suitability, and trustworthiness of assigned contractor personnel with access to sensitive or classified information, resources, and materials.
Identify physical security program needs, including providing guidance and recommendations regarding cost effective security measures, threats, conflicting requirements, resources, and strategies for integrating security controls.
Develop performance work statements and task orders for highly technical security functions such as lock and key control systems; intrusion detection; video assessment/recording systems; access control systems; ballistics; repair and troubleshooting.
Safeguard all information and materials in the direct custody of the Agency or other Governments, private businesses (e.g., Government contracts), educational institutions, or other authorized persons or organizations.
Identify and provide planning advice for Center Chief of Protective Services on new policies, requirements, and mitigations of possible threats to the Agency.
Requirements
- Position subject to pre-employment background security investigation.
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- Financial disclosure, drug testing, and/or the travel requirements for this position may differ and be required based on the duty location/NASA Center requirements.
- The selectee is required to meet the criteria for use of a firearm in accordance with the Federal Arrest Authority.
- The selectee must meet the standard and training qualifications in strict compliance with 14 CFR, Chapter V, Part 1203b.103, Security Programs Arrest Authority, and Use of Force by NASA Security Force Personnel.
- The location will be determined upon selection but must be at one of the locations indicated within the announcement.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Leading and/or coordinating security related activities during an emergency or disaster, such as humanitarian emergencies, hazards, or natural and man-made/technological incidents (chemical, biological, radiological, nuclear, high-yield explosives);
Analyzing policies, processes or operations and providing recommendations for areas where enhancements, improvements, modifications or other changes may improve the security posture;
Performing contract oversight and providing reports or metrics for various performance evaluations and indicators.
