This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI, and is organizationally aligned to the Mental Health Division, Office of the Division Manager. The employee serves as a program analyst performing analytical and evaluative work of programmatic aspects of organizational operations and management. The employee also supervises Medical Support Assistants (MSA) assigned throughout the Division.

Duties

The employee provides administrative and business analysis support for the Division in meeting national mandates for performance measures and numerous VISN and Central Office reports. Assists the Division Supervisory Management and Program Analyst (SMPA) in the gathering, interpretation and analysis of performance data, financial data, workload data, human resource tracking, and other administrative activities within the Mental Health Division. Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations. Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results. Analyzes and evaluates the effectiveness of program operations in meeting the established goals and objectives of the designated office component. Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions. Reviews and studies programs to identify such procedural problems such as the duplication/overlapping of clerical functions or the need for revision of program procedures. Provides oversight of patient scheduling functions & processes, to include: Scheduling and coordinating appointments and changing scheduled appointments utilizing the VISTA, CPRS, DHCP computer systems. Establishes, directs, and manages a complex system of clerical support. Plans work to be accomplished by subordinates. Assigns work to subordinates based on priorities. Evaluates work performance of subordinates. Plans and directs total on-the-job training for new employees. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Performs other related duties as assigned. Selectee subject to completion of 1 year Supervisory probationary period for assignment to Supervisory Position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the issues, program goals and objectives, work processes, and administrative operations of the organization to determine ways to improve outcomes. Knowledge of VA regulations and operating procedures plus skill in applying fact-finding and investigative techniques. Knowledge of how to communicate orally and how to communicate in writing, using computer software. Knowledge of, and ability to interpret VHA and medical center policies, regulations, and procedures. Ability to plan, organize, direct, and coordinate work effectively throughout all clinical programs within the Mental Health continuum of care. OR Education: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination: Must have successfully completed an equivalent combination of experience and education as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is typically performed in an adequately lighted and climate controlled office setting and in areas of the VA Medical Center.
