Duties

As a PROGRAM SPECIALIST you will be responsible for the following duties:

  • Fair Labor Standards Act (FLSA): Exempt
  • Telework Eligibility: This position is telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
  • If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement.
  • The duties of this position may require temporary duty travel and/or local travel.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Specialized experience for this position includes a working knowledge of acquisition policies, procedures, and techniques; experience providing project and program management support; and experience implementing acquisition business management policies and operating procedures. Applicant should possess working knowledge and experience in the interrelated skills of strategic planning and communications, business analysis, project and program management, process and system design, continuous process improvement, quality assurance and control, program evaluation, procurement, contracting, legislative affairs, and stakeholder engagement. In addition, applicant must demonstrate skill in oral and written communications of complex information, recommendations, & findings and ability to work collaboratively with different stakeholders with competing interests both internally and externally to develop collaborative and innovative solutions to complex challenges. Specifically you will be evaluated on the following competencies: 1. Planning and Evaluating - determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. 2. Customer Service - Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations.
