Position is in the Bureau of Global Public Affairs, Deputy Assistant Secretary for Media Strategy, Office of Press Operations, USAID Spokesperson Unit (GPA/MD/PRS/A), is indefinitely detailed to the U.S. Agency for International Development to serve as a press officer for USAID, and is responsible for a broad range of public affairs initiative,  engaging the international media, and advising the Spokesperson and other officials on effective delivery of critical U.S. foreign policy messages.

Duties

Displays a mastery of communication principles, methods, practices, and techniques. Develops and applies new approaches, strategies, and communication plans to the most difficult and complex public affairs issues and advises the spokesperson on the effective delivery of critical U.S. foreign policy messages. Responds to press inquiries, with required Department clearances, and takes steps to achieve and enhance understanding, often serving to advocate the Department’s position to parties with an opposing position on controversial issues. Evaluates media interactions; develops new ways for gathering information; develops and/or reviews strategies for message delivery; assesses potential impact and public reaction; and provides recommendations consistent with U.S. foreign policy goals. Anticipate and provide a rapid response to global activity.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience evaluating effectiveness of communications efforts by analyzing public reactions and/or understanding of programs and policies.-Experience developing communication strategies/dissemination of information relating to U.S. foreign policy priorities. There is no substitute of education for specialized experience for the GS-13 position.
