This position is in the Front Office, under the Principal Deputy Assistant Secretary of the Bureau of Global Public Affairs (GPA/PDAS). GPA carries out the Secretary of State's mandate to communicate important foreign affairs issues, particularly as they relate to the health and welfare of U.S. citizens at home and abroad. Led by the Assistant Secretary, the GPA Bureau serves as a liaison to the American people and feeds their concerns and comments back to the policymakers.
Duties
Serves as the Bureau’s primary liaison with the State Department’s Operations Center and the Office of Crisis Management, ensuring seamless coordination during crises.
Ensure the Bureau anticipates contingencies and remains prepared to respond to rapidly evolving global events.
Leads the Bureau’s Fly Away Communications Team (FACT), composed of staff members who are prepared to deploy overseas at short notice to provide immediate crisis communication support on the ground
Oversees the Crisis Response team, ensuring it provides expert guidance and support to the Secretary of State, Spokesperson, and Principal Deputy Spokesperson in a variety of Department-level public affairs initiatives.
Plays a key role in bilateral and multilateral settings related to crisis response, representing the Department’s position in negotiations and engagements with foreign governments, institutions, and U.S. counterparts.
Oversees the budgetary and resource aspects of the Bureau’s crisis response efforts. Provides budgetary input for planning, tracking the use of Bureau resources during crises and ensuring the efficient and effective allocation of government funds.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience evaluating crisis communications response plans, identifying areas of improvement and implementing enhanced training protocols.
Experience tracking and providing budgetary input to ensure effective allocation of funds during crises.
Experience providing crisis response data and guidance to high-ranking officials.
There is no substitute of education for specialized experience for the GS-15 position.
