This position is located in the Bureau of Global Public Affairs, Deputy Assistant Secretary of Global Media, Office of International Media Engagement (GPA/GM/IME). The Bureau of Global Public Affairs carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.
Duties
Maintains program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions from IME leadership.
Sets and develops performance standards, counsels and advises employees on both work and administrative matters.
Identifies opportunities and implements strategies to improve the quality and impact of the division’s outreach and translations operations including initiating new approaches, collaboration with Regional Media Hubs.
Provides strategic guidance and public affairs direction on the production of original social media content such as blogs and other digital platforms in Chinese for foreign publics.
Manages all in-house and outsourced translations projects, including review, and other projects, project assignment, customer liaison, record keeping, quality control, and feedback.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience interacting with international media.
-Experience developing and implementing effective communication strategies and plans for foreign policy objectives.
-Experience managing outside vendors and overseeing contractors.
There is no substitute of education for specialized experience for the GS-14 position.
