This position is located in the Bureau of Global Public Affairs, under the Deputy Assistant Secretary for Global Media, Office of International Media Engagement (GPA/GM/IME).  The Bureau of Global Public Affairs carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.

Duties

Provides day-to-day management and oversight of the Washington-based Press Unit and Language Resources Division, under the supervision of the Office Director. Formulates programs goals, plans, policies, and procedures dealing with the development and operations of the Office's functions and activities, providing sound leadership and administrative directions. Identifies opportunities for innovation in engagement with international media, keeping abreast of the dynamic international environment and exploring innovative strategies. Maintains a comprehensive working knowledge of State Department and GPA programs, activities, and personnel and provides advice and guidance to GPA leadership as required. Leads office program planning efforts as well as development and measurement of goals and performance measures and definition of resource requirements and internal management controls. Ensures proper management and allocation of resources of office contracts. Explores creative way to provide cost savings for the Office, Bureau, and Department of State.

Requirements

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience evaluating foreign policy issues and international media developments from a variety of sources, and advising and making recommendations to senior State Department officials on effective public affairs strategies for communicating foreign policy to the international media. -Experience evaluating international media program effectiveness and analyzing and resolving problems related to office activities. -Experience overseeing project and programs, substantial, budgets, program goals, and implementation plans to meet Department of State Bureau long-and short-term goals. - Experience supervising staff who plan and execute media interviews for Department principals. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-15 position.
