This position is located in the Bureau of Global Public Affairs, Deputy Assistant Secretary of Global Media, Office of International Media Engagement (GPA/GM/IME). The Bureau of Global Public Affairs carries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.
Duties
Directs and oversees the work of a full- time staff of federal Civil Service employees and (as needed) contract personnel.
Represents the team in dealings with the GPA/GM/IME Director and Deputy Director for the purpose of obtaining resources and securing necessary information.
Identifies opportunities and implements strategies to improve the quality and impact of the organization’s outreach, media operations including initiating new approaches, modifying or even eliminating established operations and business operations.
Manages a team of communications professionals and exercises responsibility for a broad range of Department-level public affairs and international media outreach initiatives.
Exercises responsibility for guiding subordinates to develop relationships with press and public affairs officers in regional and functional State Department Bureaus in order to develop foreign media engagement strategies.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience in coordinating logistical details for public event planning and/or media engagements.
-Experience developing and implementing effective communication strategies and plans for advancing foreign policy objectives.
-Experience evaluating foreign policy issues and media developments and advising officials of higher rank.
There is no substitute of education for specialized experience for the GS-14 position.
