This position is located in the Washington, DC Commuting Area in the Bureau for Management, Management Services, (M/MS). Located at USAID Annex Project. Duties

Handles Freedom of Information Act (FOIA) and Privacy Act (PA) requests, researching, analyzing, and processing both simple and complex cases. Identifies legal issues, assesses exemptions, and determines disclosure basis. Consults with requestor(s) on various aspects of the request including scope of the request, processing fees, and more. Provides advice and guidance on FOIA/PA issues covered by precedent and coordinates with stakeholders on the FOIA/PA process. Prepares detailed reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the Division Chief, M/MS/IRD. Interprets FOIA/PA policies, addressing local legal issues. Researches and drafts reports on related matters, avoiding wider precedent impact. Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Plans and administers long-term FOIA program goals. Offers training and technical assistance. Provides expert analysis for effective management and decision-making, including milestone, schedule, and budget evaluations.

  • Time in grade must be met by the closing date of the vacancy announcement.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes; (a) Act as the main contact for FOIA inquiries, offering guidance and support to requesters throughout the process; (b) Coordinate with internal stakeholders such as program offices, legal counsel, and records management personnel to ensure prompt responses to FOIA requests; (c) Manage the FOIA tracking system, including entering new requests, updating case statuses, and generating reports to monitor workflow and compliance; AND (d) Conduct initial reviews of incoming requests, identifying potential exemptions and recommending actions to senior FOIA staff. SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: Demonstrated experience and proficiency in Freedom of Information Act (FOIA) regulations and procedures including a minimum of five years of direct, hands-on experience in administering FOIA requests within a governmental agency or similar organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
