Duties
Serve as Management and Program Analyst for Headquarters (HQ), USARPAC, Office of Contract Support (OCS).
Assist in providing expert technical and analytical advice relating to the program management of USARPAC HQ contracting activities and related procurement strategies.
Maintain awareness of the Command’s requirements and to give expert advice, and recommendations to the Director of Contract Support.
Uphold standards and processes within the contracting activities undertaken by the command.
Assist in conducting evaluations in support of the USARPAC strategic goals and in support of the organization’s budget formulation and execution.
Provide research demonstrating the impact of alternative strategies, identify opportunities for cost savings, track performance measures that monitor contractor performance, the quality of deliverables and return on investment.
Coordinate with USARPAC directorates, and outside agencies regarding the status of programs underneath the OCS.
Serve as the Technical Point of Contact (TPOC) or lead advisor for the large GSA Assisted Acquisition Services Defense contract(s).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Specialized Experience: One year of specialized experience which includes experience with 1) interpreting policies, procedures and regulatory guidance as it pertains to program management of contracts and related procurement strategies; AND 2) analyzing the effectiveness of program operations in meeting established goals and objectives; AND 3) making recommendations that will change or develop organization's policies and programs; AND 4) providing advice concerning GSA Assisted Acquisition Services for agency contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
