This position is located in the Bureau of the Comptroller and Global Financial Services, Executive Office (CGFS/EX). This office provides executive direction to the Bureau for administrative, management, planning and resource allocation activities. The incumbent serves as the Chief of the Administrative Services Division and as a Contracting Office Representative (COR).

Duties

Participates with the Executive Director and other Bureau Division Chiefs in the formulation of CGFS wide plans, programs, and objectives. Interprets and articulates Department policy as well as GSA and other regulatory requirements. Serves as the principal liaison for and represents CGFS as the Bureaus primary authority in assigned functional areas at a variety of high-level. Consults with and advises the Chief of the Financial Management Division on budgetary planning for administrative support needs and plans on a yearly and long-term basis. Oversees, manages, and directs the development of administrative functions to include, but not limited to procurement, property management, space management, facilities, safety and maintenance, and the parking program. Exercises supervisory authorities and responsibilities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.     NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communication. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to ensure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. In addition, qualifying specialized experience must demonstrate the following: Experience analyzing, interpreting, and applying GSA Federal Property Management Regulations, support services principles and program objectives, technical terminology, and broad, comprehensive working knowledge and understanding of facilities, space management, property storage, movement, receiving, and supply management functions sufficient to supervise and perform assigned responsibilities.  Experience planning and monitoring projects to ensure conformance with schedules and to monitor progress and budget.  Experience interpreting and providing advice and/or guidance regarding contract administration and procurement activities.  Experience conducting analysis and/or studies related to organizational work processes and procedures to identify areas for improvement.  There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
